A BOQ is useful because it makes bidders price a common description. It does not replace design information. If the drawings and specifications are incomplete, a detailed spreadsheet can still create false confidence.
BOQ versus quotation, estimate and scope schedule

An unmeasured list is not a complete BOQ. First connect each finish to its location, sample and specification with the interior material list guide.

The essential BOQ columns
Include:
- item number and work section;
- room or location;
- precise item description;
- drawing or specification reference;
- quantity and unit;
- bidder’s unit rate and total amount;
- tax treatment;
- notes, approved equivalent or provisional status.
Use consistent units. Joinery might be measured by number, running length or area depending on how it is defined. Electrical work may use points, fixtures or a clearly described system. A lump sum should name its boundaries.
Add a measurement rule where the unit could be interpreted differently. For example, state whether wardrobe area uses front elevation, exposed finished surface or another basis; whether skirting is measured net of openings; and what one electrical “point” includes. Give every bidder the same rule.

Organize work in construction order
A practical residential structure is:
- preliminaries, protection and mobilization;
- demolition and disposal;
- masonry, plaster and waterproofing;
- flooring and wall finishes;
- ceiling and painting;
- electrical, plumbing and air-conditioning coordination;
- fixed joinery, kitchen and hardware;
- loose furniture, fixtures and furnishings;
- testing, cleaning, snagging and handover.
For commercial work, add landlord or base-building interfaces, fire and life-safety coordination, data, security, signage and phased working where applicable.
For a gym, build the BOQ from the commercial gym operating and equipment brief. Keep equipment supply, operating envelopes, floor and structural interfaces, power, air, sound, mirrors, changing support, delivery, testing and maintenance responsibilities separate. A generic “gym interior” row cannot expose those boundaries.

For waterproofing, use the waterproofing cost guide to separate investigation, measured treatment, details, protection, testing and reinstatement instead of one vague area item.
Use section subtotals and a summary linked to the detailed rows. Keep professional fees, owner-supplied items, provisional sums, taxes and accepted alternatives visible rather than burying them inside trade totals.
Describe performance, not a vague visual
For board, laminate and hardware lines, name the Indian Standard, grade, thickness and brand so that a swap on site is a measurable breach. The plywood quality and grade check explains the marks to write in and how to inspect deliveries.
“Premium wardrobe” is not measurable. A useful description identifies overall dimensions or measurement rules, substrate, exposed finish, internal finish, edge treatment, shutters, hardware, internal accessories, installation and any excluded electrical work.

Where the selection is not final, state a monetary or material allowance and the quantity to which it applies. Also state how the final difference will be added or credited.

The example avoids a universal unit price because site condition, detail, brand, procurement route and bidder responsibility change the rate. In a real document, add drawing/specification references, taxes, waste rules and an explicit list of excluded interfaces.
Check the arithmetic and pricing pattern
For every priced row, confirm that quantity multiplied by unit rate equals the extended amount, subject to the stated rounding rule. Check section subtotals, carried totals, discounts, tax calculation and the final summary. A low total caused by an omitted formula is not a commercial saving.
Look for unpriced rows, zero rates, changed quantities, inserted items and qualifications. Ask the bidder to identify whether a blank means included elsewhere, excluded, not applicable or awaiting information. Do not decide that meaning on the bidder’s behalf.
Check quantities before tender
Quantities may come from drawings, a site survey or a specialist schedule. Mark which ones are provisional. Ask bidders to flag obvious discrepancies rather than silently pricing a different interpretation.
The owner or appointed professional should reconcile:
- BOQ totals against drawings;
- repeated items across sections;
- client-supplied items;
- waste and transport assumptions;
- work that will be remeasured on site.
Also reconcile interfaces. Joinery may require electrical points, lighting, stone, mirrors or making good that appears in another section. Write which trade supplies, installs, connects, protects, tests and warrants each component.
Normalize tender returns
Create a clarification register beside the BOQ. For each bidder, record departures from quantity, specification, responsibility, programme, tax or commercial terms. If one bidder proposes an alternative, keep the compliant base response visible and evaluate the alternative separately.
After clarification, request one consolidated priced revision rather than relying on several emails and handwritten adjustments. Record the accepted BOQ revision in the contract documents and retain the unsuccessful returns according to the owner’s document policy.
Use the BOQ after appointment
Freeze the accepted version and assign it a date or revision. When work changes, record the affected item, added or omitted quantity, agreed rate, time effect and written approval. At payment stages, measure completed work using the same definitions.
When an existing rate does not reasonably apply to changed work, require the proposed new rate and its basis before the work proceeds where practical. Track provisional quantities and allowances until they are measured or selected, then record the addition or credit. The final account should be traceable to the accepted BOQ plus documented changes.
