Define turnkey as an integrated responsibility schedule.

A useful turnkey appointment connects a confirmed brief, coordinated design, priced execution scope, procurement plan, site delivery and documented handover under one accountable contract. It does not mean that every decision, approval, consultant, landlord obligation, concealed condition or owner purchase automatically transfers to the contractor. Ask each candidate to mark who surveys, designs, specifies, quantifies, coordinates services, obtains each approval, procures, installs, tests and closes defects. Place retained owner, landlord, architect, engineer and specialist responsibilities beside the contractor’s scope. The value of turnkey delivery is visible integration, not the word itself.

Separate the turnkey owner from the broader contractor list.

Use this page when the candidate must publish turnkey interior contracting. Separate fixed amounts from remeasurement, provisional sums and selection allowances. If design continues after appointment, state how the contract sum is updated and when packages become authorized for procurement. A turnkey lump sum based on undefined outputs is a collection of assumptions, not reliable price certainty.

Test single-point accountability at every interface.

Ask who within the contracting entity leads design, commercial control, procurement and construction, and who has authority to commit it. Record major subcontractors and direct vendors, then map design information, access, sequencing, testing and warranty interfaces between them. If a landlord, owner vendor or specialist sits outside the turnkey contract, define the contractor’s coordination duty without implying responsibility it has not accepted. Require one current programme, information schedule, procurement register, decision log, query process and change register. A single invoice does not create single-point accountability when teams use disconnected information or unresolved responsibilities remain invisible.

Build the programme around approvals and procurement.

A credible turnkey programme identifies survey completion, brief sign-off, layout approval, coordinated design, landlord or society reviews, long-lead selections, sample approvals, procurement release, access, construction sequence, concealed-work reviews, commissioning, snagging and handover. Each milestone needs an owner, dependency and closing evidence. Ask which materials, equipment, furniture or specialist systems control the critical path and what substitutions require approval. For occupied projects, define zones, temporary facilities, security, staff or resident moves and release criteria. Compare programmes on the same access and decision assumptions rather than accepting an unsupported promise of fast completion.

Keep quality, payment and change evidence connected.

Agree the current drawings, specifications, samples and inspection requirements before related work proceeds. Link payment milestones to defined outputs, verified procurement or measured work rather than dates alone. State the evidence required for off-site materials and whether title, storage and insurance are addressed. Every substitution or variation should identify its reason, scope, specification, quantity, price, tax and programme effect before approval. Record rejected work, corrective action and closure. Integrated delivery should make commercial and quality decisions easier to trace; it should not remove the owner’s need to review evidence at agreed gates.

Contract a complete handover and final account.

Define testing, commissioning, demonstrations, cleaning, snag closure and the conditions for operational release. List required warranties, manuals, keys, access credentials, test records, photographs, approved material data, spare materials, equipment schedules, final drawings and maintenance information. State who receives and checks each item. Reconcile omitted work, unused allowances, approved variations, taxes and remaining claims in the final account. Record the defect-notification period, response process and unresolved items. A project is not turnkey merely because the contractor leaves a usable space; the promised information, corrections and commercial closure must also be delivered.
